KENYA MARINE AND FISHERIES RESEARCH INSTITUTE VACANCIES                                     

Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Agriculture, Livestock, Fisheries and Irrigation was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology and Innovation Act No.28 of 2013.

The Institute mandate is to undertake research in marine and freshwater fisheries, aquaculture, environmental and ecological studies, in order to provide scientific data and information for sustainable exploitation, management and conservation of Kenya’s fisheries resources, and contribute to National strategies of food security, poverty alleviation, clean environment and creation of employment as provided for under vision 2030.

The Institute has Research Centers and Stations located at Mombasa, Kisumu, Nairobi, Naivasha, Baringo, Kegati, Sangoro, Sagana, Shimoni and Turkana.

KMFRI is seeking to recruit self-motivated professionals who are team players to fill the following vacant positions within her approved establishment:

  1. ASSISTANT DIRECTOR (HUMAN RESOURCE AND ADMINISTRATION (RI.14)  POSITIONS – ONE (1)

(a) Duties and Responsibilities
The officer will be the head of the human resource section and his/her duties and responsibilities will include: proposals on policy formulation on management issues; human resource planning; training and development; establishment and compliment control; formulating documents on terms and condition of service; handling of industrial relations matters; supervision of policy implementation; interpretation of existing policies and circulars from the public service; planning and coordinating Human Resource activities; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment
For direct appointment to this grade, candidates must be in possession of the following qualifications:-

  1. Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C+” (Plus) or its equivalent;

  2. Bachelor’s degree in social science in any of the following disciplines, Human Resource Management, Personnel Management, Industrial Relations, or equivalent from a recognized university;

  3. Master’s degree in any of the following social sciences, Human Resource Management, Personnel Management, Industrial Relations, or equivalent from a recognized university;

  4. Post Graduate Diploma in Human Resource Management or equivalent from a recognized Institution;

  5. Certificate in senior management course lasting not less than four (4) weeks from a recognized institution;

  6. Attended professional Human Resource and administrative courses in a recognized institute;

  7. Knowledge of computer;

  8. Satisfactorily served as a Chief Human Resource Management Officer or equivalent position for a minimum period of three (3) years; and

  9. Membership of a relevant professional body.

  10. RESEARCH SCIENTIST I (Physical Oceanography) – (RI.11) POSITIONS – 1 (ONE)

    (a) Duties and Responsibilities

An officer at this grade will be required to independently initiate and implement research projects.
Duties and responsibilities at this cadre will include:- problem identification; formulating research project/ proposals; study design; implementing research projects; engagement in inter-disciplinary research; preparing technical reports and scientific publications; using other methods to disseminate research findings in their areas of specialization; providing guidance to junior research scientists/interns in their areas of expertise; and any other duties as may be assigned from time to time..

(b) Requirements for Appointment
For appointment to this grade, a candidate must have:

  1. Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ (Plus) or equivalent;

  2. Bachelor’s honors degree or equivalent degree in any of the following fields: Physical Sciences/ Oceanography, or other relevant disciplines from a recognized University;

  3. Master’s degree in any of the following fields: Physical Sciences/ Oceanography, or equivalent;

  4. Knowledge in programming in MATLAB;

  5. Knowledge in oceanographic instruments (Acoustic Meters, CTDs, etc) as well as oceanographic software (e.g. RDI and Nortek software) is essential;

  6. Ready to work out of office and outside normal working hours;

  7. Able to work on survey vessels at sea;

  8. Evidence of engagement in community work or other related contributions;

  9. A minimum of six (6) peer reviewed publications with at least three (3) first authorship as a Research Scientist II;

  10. Participated in development of at least one research proposal; and

  11. Satisfactorily served as a Research Scientist II or equivalent position for a minimum period of three (3) years. 

  12. RESEARCH SCIENTIST I (Social Economics/ Economist) – (RI.11) POSITIONS – 1 (ONE)

(a) Duties and Responsibilities
An officer at this grade will be required to independently initiate and implement research projects.

  1. Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ (Plus) or equivalent;

  2. Bachelor’s honors degree or equivalent degree in any of the following fields: with specialization in Economics, Development Studies or relevant Social Sciences or any other relevant disciplines from a recognized University;

  3. Master’s degree in any of the following fields: Economics, Statistics, Development Studies or relevant Social Sciences or relevant equivalent from a recognized Institution;

  4. Proven knowledge of Economic software’s including SPSS and Stata; and

  5. Evidence of engagement in community work or other related contributions;

  6. A minimum of six (6) peer reviewed publications with at least three (3) first authorship as a Research Scientist II;

  7. Participated in development of at least one research proposal;

  8. Satisfactorily served as a Research Scientist II or equivalent position for a minimum period of three (3) years.

  9. RESEARCH SCIENTIST II (Aquaculture) – RI.10 POSITIONS – 2 (TWO)

    (a) Duties and Responsibilities

Upper second class Bachelor’s Honours degree or equivalent degree in any of the following fields: Fish Genetics, Fish Nutrition, Aquatic or Fisheries Sciences, Biological Sciences, Biotechnology, Veterinary Medicine; or any other aquatic, fisheries and other relevant disciplines from a recognized University;

  3. Master’s degree in any of the following fields: Fish Genetics, Fish Nutrition with a bias to industrial fish feed production, Aquatic or Fisheries Sciences, Biological Sciences, Biometrics; or equivalent;

  4. RESEARCH SCIENTIST II (Fisheries) – RI.10 POSITIONS – 1 (ONE)

    (a) Duties and Responsibilities

    Duties and responsibilities for scientists at this grade will include: - participating in research problem identification; developing research concepts and proposals; designing experiments; collecting and analyzing data; preparing technical reports and scientific publications; using other methods to disseminate research findings in their areas of specialization; and any other duties as may be assigned from time to time.

  2. Upper second class Bachelor’s Honours degree or equivalent degree in any of the following fields: Aquatic or Fisheries Sciences, Biological Sciences, Bio-statistics, Biometrics, Biotechnology; or any other aquatic, fisheries and other relevant disciplines from a recognized University;

  3. Master’s degree in any of the following fields: Aquatic or Fisheries Sciences, Biological Sciences, Biometrics; or equivalent ;

  4. PRINCIPAL LABORATORY TECHNOLOGIST (RI.11) POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    Duties and responsibilities will entail: coordinating provision of laboratory services in a number of units and sections; preparing and implementing work plans and programs; ensuring submission of samples to reference and collaborating research institutes; revising and approving laboratory manuals and quality specifications and standards; coordinating safe laboratory waste disposal; overseeing proficiency testing; managing laboratory supplies; facilitating technical evaluation for laboratory supplies and equipment; providing technical advice on biosecurity matters; ensuring adherence to good laboratory practice; implementing and maintaining laboratory operations standards (ISO 17025); liaising and collaborating with regional and international reference laboratories and research institutions for exchange of laboratory findings; and mentoring and training of personnel in the Department.

(b) Requirements for Appointment

Direct appointment will be made from candidates who have:-

  1. Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C (Plain) or equivalent;

  2. Diploma in any of the following disciplines:- Applied Biology; Science Laboratory Technology, Analytical Chemistry; Food Science Technology or equivalent qualification from a recognized institution;

  3. Higher National Diploma in Applied Biology/ Laboratory Technology/ Analytical Chemistry or equivalent from a recognized institution;

  4. Certificate in management course lasting not less than four (4) weeks from a recognized institution;

  5. Working knowledge of computer applications; and

  6. Satisfactorily served at the position of Senior Laboratory Technologist or its equivalent for a minimum of three (3) years.

  7. SUPPLY CHAIN MANAGEMENT OFFICER I (RI. 9) POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    Duties and responsibilities at this level will include: Supervision of personnel; responsible for planning and coordination of procurement; implementation and enforcement of the institute Procurement regulations and procedures; Preparation of supplies estimates and expenditure; control of supplies vote; verification and disposal of unserviceable stores; responsible for personnel development and training in the department.

(b) Requirements for Appointment
For appointment to this grade, a candidate must have:

  1. Kenya Certificate of Secondary Education (KCSE) mean grade C+ (Plus) or its equivalent qualification from a recognized institution;

  2. Bachelor’s honors degree in any of the following: Commerce, Business Administration (Supply Management option), economics, procurement and supply chain management , marketing, law or their equivalent qualification from a recognized institution;

  3. Satisfactorily served in the grade of Supply Chain Management Officer II for a minimum period of three (3) years.

  4. LABORATORY TECHNOLOGIST II (RI.8) POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    Duties and responsibilities at this level will include:- collecting, processing, preserving and analyzing water, sediment and biological samples; preparing, managing and safely disposing samples and specimens; maintaining and preserving specimens and cultures; recording of experimental data; maintaining laboratory equipment; keeping laboratory records; carrying out demonstrations of laboratory functions to clients/visitors; supervision and on-the-job training of junior technical personnel; ordering of laboratory materials and safe storage of the same; planning, supervising and evaluating laboratory services at research centers; assisting in training of interns and students on attachment; assisting in training and guiding clients on improved technologies such as seaweed farming, fish farming and value addition; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment
For appointment to this grade, a candidate must have:

  1. Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C (Plain) or equivalent;

  2. Diploma in any of the following disciplines:- Applied Biology; Science Laboratory Technology, Analytical Chemistry; Food Science Technology or equivalent qualification from a recognized institution;

  3. Higher national diploma in Applied Biology/ Laboratory Technology/ Analytical Chemistry or equivalent from a recognized institution; and

  4. Working knowledge of computer applications.

  5. LABORATORY TECHNOLOGIST III (RI.7)  POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    This is the entry and training grade for laboratory technologists. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this grade will include: cleaning and sterilizing laboratory glass ware, surfaces and equipment; documenting and receiving samples for analysis; preparing culture media and laboratory reagents; collecting, processing, preserving and analyzing water, sediment and biological samples; recording of laboratory reports; carrying out demonstrations of laboratory functions to clients/visitors ; assisting in training of interns and students on attachment; assisting in training and guiding clients on improved technologies such as seaweed farming, fish farming and value addition; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment
For appointment to this grade an officer must have:

  1. Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C (Plain) or equivalent;

  2. Diploma in any of the following disciplines:- Applied Biology; Science Laboratory Technology, Analytical Chemistry; Food Science Technology or equivalent qualification from a recognized institution; and

  3. Working knowledge of computer applications.

  4. LABORATORY TECHNICIAN I – RI.7 POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    Duties and responsibilities at this grade will include: collecting, processing, preserving samples from aquatic environment and other sources; collecting, preparing, managing and safely disposing samples and specimens; cleaning, maintaining and storing of laboratory apparatus and equipment; maintaining and preserving specimens and cultures; carrying out analytical work on collected samples; recording of experimental data; assisting in demonstrations of laboratory functions to clients and visitors; guiding junior personnel, interns and students on attachment; assisting in training and guiding clients on improved technologies such as seaweed farming, fish farming and value addition; and any other duties as may assigned from time to time.

(b) Requirements for Appointment
For appointment to this grade, one must have:

  1. Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C- (Minus) or equivalent;

  2. Craft Certificate from a recognized institution preferably from Kenya National Examination Council (KNEC) or its equivalent in the following fields; Food science, Fisheries, and Applied Laboratory Sciences; and

  3. Satisfactorily served at the position of Laboratory Technician II or its equivalent for a minimum period of three (3) years.

  4. MARINE ENGINEERING TECHNICIAN II (RI.8) POSITIONS – ONE (1)

(a) Duties and Responsibilities
Duties and responsibilities include: Inspection and maintenance of buildings, plant and equipment; inspection of works; installation and testing of plant and equipment; designing of simple structures; maintenance and manning of institute research vessels.

(b) Requirements for Appointment
For appointment to this grade, a candidate must have:

  1. Kenya Certificate of Secondary Education (KCSE) with a mean grade C (Plain) or its equivalent;

  2. Higher national Diploma in one of the following disciplines:- Mechanical Engineering, Electrical Engineering, Building and Civil Engineering, or its equivalent qualifications from a recognized institution.

OR

  1. Kenya Certificate of Secondary Education (KCSE) with a mean grade C (Plain)or its equivalent;

  2. Ordinary Diploma in Marine Engineering/Electrical;

  3. 2nd Class Marine Engineer Certificate of Competency – Unlimited or Limited in their respective fields.

  4. CORPORATE COMMUNICATION OFFICER III (RI.7) POSITIONS – ONE (1)

    Duties and Responsibilities

    This will be the entry grade for officers in this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will include: preparing the Institute newsletters, media features and supplements; scanning through the print and electronic media to extract information touching on the Institute; creating awareness to the public on the Institute activities, services and products; and implementing customer service charter.

(b) Requirements for Appointment
For appointment to this grade, a candidate must have:-

  1. Kenya Certificate of Secondary Education (KCSE) with mean grade C (Plain) or equivalent; and

  2. Diploma in Journalism/mass communication/graphic designers from a recognized institution; OR Diploma in Public Relations in the relevant field from a recognized institution.

  3. Satisfactorily served as Corporate Communications Assistant I/ Media Technician II or equivalent position for a minimum period of three (3) years.

  4. ADMINISTRATIVE OFFICER III (RI.7) POSITIONS – ONE (1)

(a) Duties and Responsibilities
Duties and responsibilities include: identification and provision of office space; generation and maintenance of transport records; in charge of compound and office maintenance; supervision of personnel in administration section; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment

For direct appointment to this grade, candidates must be in possession of the following qualifications:-

  1. Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C” (Plain) or its equivalent;

  2. Diploma in Business Administration or equivalent of not less than two years from a recognized institution;

  3. Working knowledge of computer applications; and

  4. Satisfactory service at the position of Administrative Assistant I or equivalent for a minimum period of three (3) years.

  5. SENIOR COXSWAIN (RI.7)  POSITIONS – THREE (3)

    (a) Duties and Responsibilities

    Duties and responsibilities include: overall in charge of the Seamen and Coxswains; piloting boats; general discipline and good order of the ship’s crew at all times; movement of personnel in and out of the ship at all times; maintenance of correct records of the ship; maintenance of complete records of lost and found property in the ship and its disposal; executing disciplinary measures within the ship fairly and in accordance with regulation; supervising crew and ensuring compliance with routines and standing orders; ensuring that there is no trafficking of unauthorized persons, cargo, or liquor on board; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment
For appointment to this grade a candidate must have:-

  1. Kenya Certificate of Secondary Education (KCSE) with a mean grade D+ (Plus) or equivalent;

  2. Coxswain Certificate of competency or any other relevant equivalent qualifications from a recognized institution;

  3. Certificate in supervisory skills course lasting not less than two (2) weeks;

  4. Proven experience of at least six (6) years in piloting small boats; and

  5. Satisfactorily served as a Coxswain I, or equivalent for a minimum of three years

  6. SENIOR DRIVER (RI.6) POSITIONS – ONE (1)

    (a) Duties and responsibilities include

Driving the vehicle as authorized; carrying out routine checks on the vehicles’ cooling, electrical and oil systems, tyre pressure and brakes; detection of vehicle defects and notifying the Transport Officer; maintenance of work tickets; ensuring security and safety of the vehicle on and off the road; ensuring safety of the passengers and goods therein; maintaining cleanliness of the vehicle; writing reports on the condition of the vehicle; safe custody of records and tools for the vehicle; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment 
For direct appointment to this grade a candidate must be in possession of the following qualifications:-

  1. Kenya Certificate of Secondary Education (KCSE) with a mean grade of D (Plain) or equivalent;

  2. Valid driving license class B, C. and E free from current endorsements and valid for all ranges and types of vehicles he/she is expected to drive;

  3. Defensive driving Certificate from Kenya Institute of highway and building Technology or its equivalent from a recognized Institution;

  4. Driver’s Occupational Test grade I;

  5. First Aid certificate from a recognized institution;

  6. Certificate of good conduct;

  7. Served at the position of the driver grade I or its equivalent for at least (3) years 

  8. HUMAN RESOURCE MANAGEMENT OFFICER III- RI.7 POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    Duties and responsibilities include: Advance staff welfare as an interface between human resource and employees in provision of welfare services – recreation facilities, benevolent scheme, canteen, and medical scheme. Assemble data for manpower planning, succession planning, and organization development (OD). Assist in compiling information on disciplinary matters.

(b) Requirements for Appointment
For direct appointment to this grade, a candidate must be in possession of the following qualifications:

  1. Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C-” (Minus) or its equivalent;

  2. Diploma in Human Resource Management or equivalent of not less than two years from a recognized institution OR Certified Public Secretary (CPS) I or its equivalent from a recognized institution;

  3. Membership of a relevant professional body;

  4. Computer Literacy;

  5. Served at the position of Human Resource Management Assistant I or equivalent for a minimum period of three (3) years.

  6. HUMAN RESOURCE MANAGEMENT ASSISTANT I (RI.6) POSITIONS – ONE (1)

    (a) Duties and Responsibilities

    Duties and responsibilities at this level will include: supervision of human resource assistants; Through assembling of data required, assist in settlement of issues raised on rules, regulations and procedures of staff matters like appointments, remuneration, leave, staff exit, housing and medi-care as well as assist in resolution of matters arising over employment terms – temporary, probation, contract, casual, and permanent. Assist in compiling information on disciplinary matters and any other duties as may be assigned from time to time.

(b) Requirements for Appointment
For direct appointment to this grade, a candidate must be in possession of the following qualifications:-

  1. Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C-” or its equivalent;

  2. Certificate in Human Resource Management or equivalent of not less than one year or Clerical Officers Proficiency exams certificate from a recognized Institution;

  3. Computer literacy;

  4. Satisfactorily served at the position of Human Resource Assistant II or its equivalent for at least three (3) years.

  5. SENIOR ARTISAN (Plumbing) - (RI.7) POSITIONS – ONE (1)

    (a) Duties and responsibilities

    Duties and responsibilities include: Supervision of artisans; repair and maintenance of buildings, plant and equipment; carrying out various works; installation and testing of plant and equipment; building of simple structures; and maintain electronic images archive.

(b) Requirements for appointment 
For appointment to this grade, a candidate must have:

  1. Kenya Certificate of Secondary Education (KCSE) with a mean grade D (Plain) or its equivalent;

  2. Government Trade Tests Grades I or its equivalent;

  3. Satisfactorily served in the grade of Artisan I or its equivalent for a minimum period of three (3) years.

  4. INFORMATION COMMUNICATION TECHNOLOGY ASSISTANT (RI.6) POSITIONS – ONE - (1)

    (a) Duties and Responsibilities

    This is the entry and training grade for personnel in this cadre. The duties of an Information Communication Technology Assistant includes: - writing and testing simple computer programs according to instructions and specifications; assisting in the implementation of the computer systems; providing user support and training of users; repairs and maintenance of ICT equipment and associated peripherals; monitoring the performance of ICT equipment; reporting any faults for further action; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment
To be appointed to this grade, a candidate must have:

  1. Kenya Certificate of Secondary Education with a mean grade of “C-”(minus) or its approved equivalent; and

  2. Diploma undertaken in any of the following fields: Computer Science, Business Information Technology (BIT), Information Communication Technology (ICT) or equivalent from an accredited institution.
