Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives, State Department for Fisheries, Aquaculture and the Blue Economy was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology and Innovation Act No.28 of 2013.

KMFRI's mandate is to undertake research in "marine and freshwater fisheries, aquaculture, environmental and ecological studies, and marine research including chemical and physical oceanography", in order to provide scientific data and information for sustainable development of the Blue Economy. The Institute is also mandated to cooperate with other organizations and institutions of higher learning in training programmes and on matters of relevant research.

The Institute has Research Centers and Stations located at Mombasa, Kisumu, Naivasha, Baringo, Kegati, Sangoro, Sagana, Shimoni, Turkana, a research substation at Gazi and the Nairobi liaison office.

KMFRI is seeking to recruit self-motivated professionals who are team players to fill the following vacant positions within her approved staff establishment:

 

KMF/1.  DIRECTOR, OCEANS AND COASTAL SYSTEMS AND BLUE ECONOMY RESEARCH (KMFRI GRADE 2) - POSITION-ONE (1)

  • Basic Salary Scale: KShs. 289,417 – KShs. 367,560 P.M.
  • House Allowance: KShs. 80,000 P.M.
  • Commuter Allowance: KShs. 24,000 P.M.
  • Other Remunerative: KShs. 40,000 P.M

(a)   Duties and Responsibilities

  1. Advising the Director General on matters of research and development;
  2. Advising management on all policies and strategies related to marine and fisheries research;
  3. Advising the Board of Management on research bodies and institutions of higher learning within and outside Kenya to collaborate or partner with for enhancing technology and knowledge transfer;
  4. Developing research policies, strategies and programmes related to the specific field;
  5. Overseeing the planning, implementation, monitoring and evaluation of marine and fisheries research;
  6. Coordination of research conducted in KMFRI research centers and stations;
  7. Ensuring the presence of KMFRI in complex multi-disciplinary national and international research programmes;
  8. Enhancing the image and reputation of the institute in international fora;
  9. Reviewing and guiding scientific publications and research grant applications;
  10. Approving scientific manuscripts for publication;
  11. Oversee the identification of innovations and technologies for up-scaling;
  12. Establishing linkages with other research bodies and institutions of higher learning within and outside Kenya to enhance technology and knowledge transfer;
  13. Overseeing the dissemination of research findings to publics, institutions of higher learning and other research institutions locally and internationally to increase KMFRI’s visibility;
  14. Overseeing capacity building of stakeholders in marine and fisheries research and blue economy;
  15. Overseeing the promotion of outreach of marine and fisheries programmes through various channels;
  16. Overseeing the monitoring and evaluation of research activities;
  17. Mobilizing resources for research;
  18. Overseeing the monitoring and evaluation of research contracts;
  19. Overseeing the mentoring, management and training of scientists in the respective directorate;
  20. Deployment of technical staff in the respective directorate;

(b)   Requirements for Appointment/Person Specification

For appointment to this grade a candidate must have: -

  1. Minimum KCSE C+ (plus) or its equivalent;
  2. Bachelor’s degree or equivalent degree in any of the following fields: Aquatic or Fisheries Sciences, Biological or Physical Sciences, Natural Resources Management, Environmental studies, Geology, Sociology, Economics, Anthropology, Biometrics, Biotechnology; or any other aquatic, fisheries or equivalent from a recognized institution;
  3. Master’s degree in any of the following fields: Marine or Fisheries Sciences, Biological or Physical Sciences, Sociology, Economics, Biometrics, Environmental Studies; or equivalent from a recognized institution;
  4. Doctorate Degree in in any of the relevant research disciplines applicable to the institute from a recognized institution;
  5. At least twelve (12) years’ relevant work experience in research and development, five (5) of which must be in management or an equivalent position in the private or public sector;
  6. Published at least 14 peer-reviewed publications in ISI – indexed journals / book chapters of which at least eight (8) are as first author from the latest date of promotion;
  7. Led the development of at least three large project proposal that have been funded;
  8. Leadership course lasting not less than four (4) weeks (cumulative) / Corporate Governance course from a recognized institution;
  9. Strong interpersonal, communication, facilitation and presentation skills;

(a)   The duties and responsibilities of the officer will entail: -

  1. Reviewing and formulation of administrative services;
  2. Preparing workplans for the department;
  3. Overseeing maintenance issues through conducting physical survey and defect report and recommend for service to maintain suitable working condition;
  4. Ensuring staff welfare is prioritized by providing suitable tools of work and conditions of work to adopt acceptable standard practice, which will result to better output;

For appointment to this grade, an officer must have: -

  1. Bachelor’s Degree in any of the following fields: Information Technology, Computer Science, Business with IT, Software Engineering, ICT Project Management, Computer Engineering or its equivalent qualifications from a recognized Institution;
  2. At least 3 years’ experience in supporting end users in using core business applications such as financial, procurement, Human Resource and Administration or ERP systems (such as Microsoft Dynamics 365 Business Central, Oracle, SAP, etc) is an added advantage;
  3. Minimum KCSE C+ (plus) or its equivalent; and
  4. Meets the requirements of Chapter Six of the Constitution.

(c)   Key Competencies and skills

  1. Good knowledge of Microsoft Dynamics 365 Business Central and other ERP Systems (such as Oracle, SAP, etc);
  2. Good communication skills;

  4. Knowledge in supporting and maintaining Database systems;

(a)   Duties and responsibilities of the officer entail;

  1. Participate in provision of technical support on implementation of procurement strategies;
  2. Preparation of procurement department work plan;
  3. Compiling and submitting procurement plan;
  4. Processing purchase requisitions (PRs) from user department;
  5. Preparing tender evaluation reports;
  6. Liaising with suppliers to ensure timely delivery of goods and services;
  7. Receiving invoices from service providers, verifying and preparing payment documents;
  8. Liaising with users to identify items for disposal;
  9. Extracting data towards preparation of Board circulars, Management and statutory reporting, including spend analysis;
  10. Assist in the implementation of approved consolidated procurement plan;
  11. Assist in the preparation, compilation and submission of reports to management;
  12. Assist in the implementation of appropriate internal control systems and conduct regular checks on stocks and issuance procedures;
  13. Ensure effective warehousing and distribution operations by supervising the staff working in the warehouse/ stores;
  14. Ensuring there is enough and secure storage space for proper storage of the Institute’s assets;
  15. Coordinate inspection, receipt and issue of goods and services;
  16. Coordinate the identification of surplus, obsolete, and unserviceable stores and equipment for disposal purposes;

  3. Be a Member of professional body either KISM or CIPS in good standing.

(a)   Duties and responsibilities of the officer entail;

  1. Implementing of quality assurance and risk management strategies, policies and procedures to ensure achievement of objectives;
  2. Carrying out risk assessments for various processes in the Institute;
  3. Champion monthly review of controls and report on effectiveness of the controls;
  4. Monitoring adherence to quality systems and comply with brand standards, governmental controls and ISO quality standards and maintaining requisite documents;
  5. Implementing Quality Systems;
  6. To ensure that only products that meet the company’s quality standards are produced and delivered to customers;
  7. Providing timely feedback on potential quality deviation and providing support for rectification of anomaly;
  8. Assist to roll-out risk awareness initiatives;
  9. Obtain and consolidate the various risk and compliance reports from the various departments/units to ensure proper documentation;
  10. Updating Directorate/Departmental and corporate risk registers;
  11. Assist with administrative aspects of the risk and compliance unit;

  3. At least 3 years experience in designing, documenting and implementing risk management systems is an added advantage;

  1. Driving vehicles as authorized;
  2. Keeping up to date work tickets for vehicles;
  3. Cleaning of the assigned motor vehicle;
  4. Submitting regular reports on motor vehicle assigned;
  5. Preparing and submitting regular reports on motor vehicle assigned;
  6. Maintaining a proper mechanical working condition of the vehicle;
  7. Ensuring security and safety of passengers and vehicle on and off the road;
  8. Adherence to or observations of traffic laws; and
  9. Reporting any incidents to police and/or the office immediately they occur.

b)   Requirements for Appointment/Person Specification

For appointment to this grade, a candidate must have: -

  1. At least One (1) years driving experience;
  2. At least a mean grade D+ (plus) in the Kenya Certificate of Secondary Education or its equivalent from a recognized institution;
  3. Valid driving license free from any current endorsements(s) for classes of the vehicles the driver is required to drive;
  4. The Occupational Trade Test III Certificate;
  5. First Aid Certificate course lasting not less than one (1) week from St. Johns Ambulance or any other recognized institution;
  6. Proficiency in computer applications; and
  7. Meets the requirements of chapter six (6) of the Constitution.
